As of Version 10, most of the functionality of the Combinatorica package is built into the Wolfram System. »

StronglyConnectedComponents[g]

gives the strongly connected components of directed graph g as lists of vertices.

Details and Options

StronglyConnectedComponents functionality is now available in the built-in Wolfram Language function ConnectedComponents.
To use StronglyConnectedComponents, you first need to load the Combinatorica Package using Needs["Combinatorica`"].
